The white orca prison complex was first opened thirty years ago on the outskirts of Washington D.C. It was the pet project of a republican senator at the brief time when the party held a super majority in congress as well as seven of nine Supreme Court seats. The largest prison in the country was funded with lottery ticket sales and an additional 300 million endowment from the government which was later reduced to 50 million when they introduced the payment for life program. Any inmate who server time at the prison would be obligated to contribute 3% of his after tax income to the prison for the rest of his or her life.
The prisons sole purpose was to make prison overcrowding a thing of the past by attacking the problem on two fronts. First the prison itself was designed to house 1.1 million inmates at a time, in an efficient and cost effective way. The second was to do this in such a way that would be criminals would be deterred by the prospect of ending up in this particular prison. The prison itself was a dome with a radius of 1 mile at the base. This dome was made to be impenetrable and inescapable. The prisoners would be isolated from each other in groups of two. Each pair would live in the same cell, exercise together eat together and sleep together. There was no dining hall or large exercise yard. The food was delivered and once per day the inmates would be taken to the basketball sized activity room where they would be required to pace back and forth for 90 minutes. Motion detectors and cameras where always on the inmates so they would not be able to stop without the notification of the guards.
